Resolution

It is safe to unhide the list if you apply correct permissions for it in order to prevent other users renaming it or changing it's structure. You can use SharePoint designer to unhide the list.  Here is how: 

1. Open your site in SharePoint designer

2. Navigate to "Lists/RatingList"

3. Click on the list and select "Properties"

4. Select "Settings" tab and uncheck "Hide from browsers" checkbox

5. Click "OK" button
