Resolution

1.You can create a list which contains all values that you need for filtering, and use it as a data source for List Filter plus web part.



You should go to Web part properties and uncheck "Use the list displayed in the connected web part as the source list" check box.



After you unchecked the check box, you will be able to select new source list and select source field as filtering values, Target field and field for filtering.



2.You should also use the "Text field" rather than the dropdown or multi-select filter types.  This will improve performance by not rendering the items.
