Solution 

You can add Kwizcom rating feature to a page layout inSharePoint 2007 and SharePoint 2010

Note: Adding Rating Feature to a page layout can only be done on a publishingsite

1. Open the publishing page with SharePoint Designer – It will prompt you to edit the layout

2. Add the 2 lines of code as it shows below and you are done

For SharePoint 2010:

2a. Add the following to top register: 

<%@ Page language="C#" Inherits="Microsoft.SharePoint.Publishing.PublishingLayoutPage,Microsoft.SharePoint.Publishing,Version=14.0.0.0,Culture=neutral,PublicKeyToken=71e9bce111e9429c"meta:progid="SharePoint.WebPartPage.Document"meta:webpartpageexpansion="full" %>

2b.  Add the following in the page layout: 

<SharePoint:FormField ID="FormField6" ControlMode="Display" FieldName="Rating" runat="server"/>


For SharePoint 2007:

2a. Add the following to top register:

<%@ Register Tagprefix="SharePoint"Namespace="Microsoft.SharePoint.WebControls"Assembly="Microsoft.SharePoint, Version=12.0.0.0, Culture=neutral,PublicKeyToken=71e9bce111e9429c" %>

2b.  Add the following to thepage layout: 

<SharePoint:FormField ID="FormField6"ControlMode="Display" FieldName="Rating"runat="server"/>
